The construction of “Thermal Power Plant No. 5 (TPP-5)” officially commenced today (May 4, 2026). The plant will be built on 26.4 hectares of land located in the 20th subdistrict of Bayangol District in Ulaanbaatar, utilizing the ash disposal site area of Thermal Power Plant No. 2.
The groundbreaking ceremony was attended by Minister of Energy B. Naidalaa, Mayor of Ulaanbaatar and Governor of the Capital City Kh. Nyambaatar, representatives of the private partner “Mitime International” company, and other relevant officials.
In his opening remarks, Mayor Kh. Nyambaatar stated: “Half of Mongolia’s population resides in Ulaanbaatar, accounting for more than 60% of the country’s total electricity consumption. Energy demand in the capital continues to grow steadily each year. In the winter of 2025, peak load exceeded 1,700 MW, reaching 1,743 MW in December. At the same time, the minimum load reached 1,284 MW, indicating a high base consumption level. This shows that Ulaanbaatar’s energy system is currently operating at its maximum capacity with limited reserve power.
In particular, the rapid expansion of residential areas in the western zone, along with increasing housing development, has created an urgent need for new sources of heat and electricity. Under these conditions, the city has identified the development of new energy sources as a top policy priority and is actively participating as a public partner to turn this project into reality.”
The plant will have a capacity of 300 MW of electricity and 340 Gcal/hour of heat. Once operational, it will provide an independent and reliable source of energy and heating for the western part of the capital. It will ensure stable supply for densely populated and rapidly expanding areas such as Tavanshar, Bayankhoshuu, the 21st microdistrict, and the 3rd and 4th microdistricts.
